Burbank PD News Release: Registered Sex Offender Arrested Following Indecent Exposure A registered sex offender was arrested after exposing himself and masturbating while speaking to a woman. On July 28, 2026, at about 12:00 p.m., Burbank Police officers responded to the 2700 block of West Magnolia Boulevard after a woman reported a man had exposed himself while asking her for directions. The victim saw the man continue the lewd act as he drove away. The victim called police and provided the suspect vehicle’s license plate number. Officers utilized multiple investigative tools, including automated license plate reader (ALPR) technology (Flock Safety technology) and video camera systems to identify a suspect and develop investigative leads.  These tools helped officers quickly identify the suspect’s vehicle, locate it nearby, and detain him within an hour of the crime.  The suspect has been identified as 29-year-old Ernesto Reyes of Reseda.  Mr. Reyes is a registered sex offender with prior convictions for indecent exposure-related offenses.  He was arrested and booked for indecent exposure with prior convictions, violation of California Penal Code § 314.1.   The case was presented to the Los Angeles County District Attorney’s Office, which filed one count of California Penal Code § 314.1
