The superintendent of the Uvalde Consolidated Independent School District has announced his retirement through a Facebook post shared by his wife. Driving the news: "I am truly grateful for your support and well wishes. My decision to retire has not been made lightly and was made after much prayer and discernment," Hal Harrell said in a post on his wife's Facebook page Monday. Some jurisdictions are making ADUs easier and cheaper to build, but rents on even small units remain high as the region struggles to meet its housing production goals. Some cities in north San Diego County want to make it easier for residents to build accessory dwelling units, also known as ADUs, which are providing an affordable housing option to renters in the pricy region. As Laura Place reports for The Coast News, in Encinitas, where the city approved 79 ADU permits in the first 8 months of this year, homeowners can access a set of pre-approved building plans to skip the expense of having plans drawn. The city of Carlsbad plans to launch a similar program. Cities also hope ADUs can help fulfill their state-mandated affordable housing targets. “In Del Mar, one of the county’s most expensive and affluent cities, an ADU Incentive Pilot Program offers developers and property owners a 500-square-foot floor area bonus if they agree to rent out the ADU to low-income households for at least 30 years.” However, over four years, the program has yielded only one deed-restricted ADU that has not been rented out to a low-income resident yet. “Developers say that just because ADUs…

TOWN OF LLOYD – Judge Terry Elia, serving on the Town of Lloyd Justice Court bench since 1998, has been “censured” by the New York State Commission on Judicial Conduct.  Disciplinary censure is the second-highest punishment the commission can administer, just shy of removing a judge from the bench. The commission’s determination can be found here.  According to the decision, Judge Elia was “censured for making inappropriate LinkedIn posts and for serving as a “peer support member” of the Ulster County Sheriff’s Office’s Critical Incident Stress Management Team.” The 68-year-old judge was censured after the commission learned of several instances of the judge “liking” posts through his social media Linkedin account and also sharing a post that had a picture of a Civil War soldier with the caption of “Because Black Lives Mattered”.  That post and all of the others can be found in the complaint by clicking here. The Labor Department’s non-farm payrolls report for September released Friday showed that the economy added 263,000 jobs during the month, more than the expected 250,000 additions. Elia agreed to be censured for making inappropriate LinkedIn posts and for serving as a “peer support member” for an Ulster County Sheriff’s Office team, according to the state Commission on Judicial Conduct. “A judge must be and appear impartial, or public confidence in the integrity of the courts may be compromised,” commission Administrator Robert H. Tembeckjian said in a statement. “Extracurricular alignments with law enforcement entities, even in a good cause, can be problematic. So, too, must a judge avoid partisan politics, except when running for judicial office.” In a determination dated Sept. 28, and made public Friday, the commission found Elia should be disciplined for making inappropriate LinkedIn posts and for serving as a “peer support member” of the sheriff’s Critical Incident Stress Management Team, according to a press release. Elia agreed to the censure, the release said. According to the commission’s determination, Elia was served with a formal written complaint dated April 4, which contained two charges.
