Scammers are increasingly using deceptive advertisements (ads) and deepfake technology to lure people into high-stakes scams in order to then defraud them of their savings. Last year, Attorney General Bonta sent a letter to Meta urging the company to adopt protocols to properly tackle this pervasive issue — or otherwise ban all investment ads on its platforms. Chigbo says her routine is straightforward. She manually curates and shares links to her publication’s stories with individuals who had willingly opted to receive the stories. According to Chigbo, there are no bots, no automation tools and no abusive or vulgar contents in the publications and her account was flagged. Our findings indicate that WhatsApp’s enforcement model is driven less by the content of messages, but more by behavioral signals such as how frequently messages are sent, how many recipients receive similar links and how users react. Even when messages are manually sent, requested by recipients or editorial in nature, they may still be flagged as “spam-like” if they resemble bulk distribution patterns.
