SC: Police can’t serve notice or summon through WhatsApp or other electronic means

NEW DELHI: Supreme Court has ruled WhatsApp or other electronic means cannot be used by police and other investigating agencies to serve notice to an accused to appear before it, Supreme Court has said while rejecting the plea of Haryana govt to allow police to serve notice through electronic means as it would adversely affect the liberty of the person. Pressing for electronic means of serving summons, the state submitted that the new law of Bharatiya Nagarik Suraksha Sanhita allowed use of electronic means for court proceedings for issuance, service and execution of summons and warrant and that should be allowed to police also. But a bench of Justices M M Sundresh and N K Singh said that summons issued by a court is a judicial act, whereas a notice issued by the investigating agency is an executive act and the procedure prescribed for a judicial act cannot be read into the procedure prescribed for an executive act. The court clarified that the issue of liberty is involved in the case of police summon as the person can be arrested for non-compliance of summon and in such cases it is appropriate that such a notice be served in person on

ExecuTorch is the PyTorch inference framework for edge devices developed by Meta with support from industry leaders like Arm, Apple, and Qualcomm.  Running machine learning (ML) models on-device is increasingly important for Meta’s family of apps (FoA). Russian lawmakers deny imminent WhatsApp ban amid rumors of lobbying delays – Meduza

WhatsApp was supposed to be blocked in Russia by July 1, but propagandist Anastasia Kashevarova claims the deadline was pushed back to August 1 due to “defenders and lobbyists” among Russian officials. Rumors that Russia will soon ban WhatsApp have added pressure to the Meta-owned platform following official warnings from lawmakers. Deputy State Duma Information Policy Committee Chairman Anton Gorelkin warned July 18 that WhatsApp should “prepare to leave the Russian market,” while Kremlin spokesman Dmitry Peskov emphasized the platform must comply with Russian laws However, State Duma Information Policy Committee head Sergey Boyarsky told Gazeta.ru that Kashevarova’s August 1 deadline was “another ridiculous rumor.” WhatsApp’s potential ban stems from President Vladimir Putin’s July 17 directive ordering restrictions on software from “unfriendly countries.” Russia has already designated Meta as an extremist organization and banned Facebook and Instagram in 2022. WhatsApp messenger has begun testing a new feature that will allow users to import their profile photos directly from Instagram social network, according to WABetaInfo portal, which discovered the innovation in the beta version of the Android app. Currently, to set a profile photo in WhatsApp, you can take a picture with the camera, select an image from the gallery, or generate it using AI. The new feature will add two more options: import from Facebook and import from Instagram. The developers emphasize that the feature will be optional and disabled by default. To use it, you will need to link accounts through the "Meta Account Center" (recognized as extremist and banned in Russia). It is claimed that this step will not affect end-to-end encryption and other aspects of messaging privacy in WhatsApp. The new capability was spotted in the WhatsApp beta for Android with build number 2.25.21.23 and is already available to a limited number of testers. The timeline for its appearance in the stable version for all users has not yet been announced.
