Gordon Duguid, Illinois State University’s new Donald F. McHenry Visiting Professor in Diplomacy and International Relations, has published an article in the “Reflections” section of the July/August edition of Foreign Service Journal. Duguid was a U.S. Foreign Service officer from 1990-2020. His piece highlights a successful public diplomacy campaign he organized to help countries wanting to join NATO learn about alliance obligations and understand how the U.S. viewed the NATO Alliance. He also comments on Russia’s view of NATO “enlargement” and discounts the Kremlin’s position that enlargement was meant to threaten Russia.
