Man arrested for soliciting ‘inappropriate images of children’ via Snapchat, Nashville police say

Ian Halligan, 34, was arrested Wednesday and charged with sexual exploitation of a minor. MNPD said his arrest comes after Special Victims Detectives investigated his Snapchat account following a tip from the National Center for Missing and Exploited Children in January. Arrest warrants issued on July 16, 2026, charge Mathew S. Hooper with two counts of Soliciting Sexual Exploitation of a Minor by Electronic Means. Key Details of the Investigation According to the arrest warrants, the alleged offenses occurred between June 1, 2026, and June 30, 2026. Investigators state that Hooper, an adult, used the social media platform Snapchat to solicit and exchange explicit material with a minor victim. Explicit Content Exchanged: Authorities allege Hooper intentionally coerced the minor victim into engaging in offensive sexual activity and sending videos of the acts to him electronically. Additionally, Hooper is accused of sending explicit photos of himself to the child during the same timeframe. Evidence Recovery: The communications and media were initially discovered by the minor’s grandmother. Law enforcement investigators subsequently retrieved the evidence directly from the child’s cellular device. Delph Side Primary School in Skelmersdale, Lancashire, wrote in one of their policies the platform, which features sexual acts and pornography, was a ‘primary form of communication between friends and family’. This meant it would be ‘unreasonable’ not to allow staff to use it.
